Work Conditions: Work is primarily indoor and sedentary in nature. Minimal travel required with flexible hours to meet job fair timelines. This position would be eligible for the 3-2-5 hybrid work schedule. This position will not be eligible for 100% remote work.
Duties of Position: Ensures effective talent acquisition at Harper College to meet our workforce needs in alignment with the strategic goals of the institution. Coordinates the full life cycle of our recruitment process for faculty, non-faculty and student positions, while embodying Harper’s Core Values throughout and supporting inclusive hiring practices.
Coordinates the recruitment process for non-exempt and exempt positions in accordance with overall institutional recruitment goals. Maintains applicant databases and files; prepares written and verbal correspondence as appropriate; prepares follow-up documentation and report generation.
In collaboration with the Chief Human Resources Officer, develops, facilitates, and implements an effective recruitment process. Researches, develops and implements effective diversity, equity and inclusion recruiting and staffing strategies to attract a diverse pool of qualified and capable talent. Ensures the recruitment process follows guidelines and outlines in the College Diversity Recruitment plan.
Assists department and hiring managers with day-to-day processing and troubleshooting of the talent acquisition system and the background check integration. Determines user access levels for all employees.
Develops and administers search process training workshops, student applicant sessions and applicant tracking system training programs. Develops job postings for marketing/advertising of positions. Applies best practices in developing candidate sourcing materials and communications for marketing of positions to job boards, professional associations, social media, industry specific recruiting sites and institutions of higher education.
Implements changes and enhancements in the Talent Acquisition module of Oracle Fusion. Responsible for educating the hiring teams across campus to ensure the correct process is being used.
Serves as the HR liaison for all phases of the recruitment process from position approvals to developing job postings, deciding on employment advertising, search process issues, employment candidate travel procedures and background check queries.
Collaborates with the hiring manager and/or other human resources staff during the offer process, recommending the range from which to make a salary offer, ensuring internal equity for similarly situated positions. Assists with coordination of start dates, availability of remote work and other pertinent information.
In collaboration with the Chief Human Resources Officer, creates and maintains campus administrative procedures to ensure consistency and equity with the search process and employment process.
Supervises the Human Resources Specialist, Talent Acquisition position.
Tracks and processes employment candidate reimbursements. Revises/updates employment candidate policies and procedures as necessary.
Monitors and evaluates diversity statistics via the recruiting system.
Identifies and represents Harper College at diversity job fairs and at national and discipline specific conferences.
Researches, identifies opportunities, and establishes relationships with organizations and/or academic settings to increase the opportunity for underrepresented applicant pools.
Assists in information gathering to support labor negotiations as appropriate.
Performs related duties as assigned.
Educational Requirements: Bachelor's Degree required in Human Resources or related field.
Experience Requirements: Minimum of three years’ experience as an employment recruiter. Diversity recruitment experience preferred. Excellent communication skills required. Commitment to the College’s Core Values. PHR/SHRM-CP certification preferred. Experience in a college or university setting preferred.
