Duties of Position: The Manager Workforce Initiatives is responsible for the leadership, administration and coordination of the Apprenticeship Program.  Duties include overseeing employers and apprenticeship students’ participation to ensure successful program outcomes. Manages current Apprenticeship cohorts as well as the development and implementation of new Apprenticeship cohorts. Facilitates recruiting efforts of partner employers. Strives to maintain effectiveness and academic excellence of Apprenticeship Program. Monitors targeted milestones to ensure attainment by employers and students.

Directs and coordinates strategies to develop employer partnerships for the Apprenticeship Program. This involves contacting potential employer partners utilizing cold calls, outreach and other sales and marketing initiatives.

Stewards and strives to maximize relationships with current employer partners through regular communication and on-site visitations.

Supports the value proposition of Registered Apprentices. Manages federal compliance with Department of Labor regulations regarding registered apprenticeship programs as a program sponsor. Visits with new Registered Apprentice employers to ensure fair hiring standards and EEOC compliance. Manages the DOL’s RAPID database.

Participates in efforts to cross-sell Harper College services such as the Wojcik Conference Center, the Job Placement Resource Center and Business Solutions to external constituencies.  

Creates yearly goals for the Apprentice Program and provides quarterly updates and other reports as needed.

Ensures that all concierge services are available and accessible to all apprentices (Registered and Non-Registered).

Leads all project management activities related to Apprenticeship Program.

Works collaboratively with internal stakeholders to create workflow and manage communications among constituents. Works closely with Deans, Coordinators and Faculty to build consensus toward apprenticeship goals. Ensures services for apprentice students are provided in timely manner.

Develops and executes engagement strategies for employers as well as internal and external stakeholders. Directs staff as they create, schedule and plan meetings and programs for employers and students that relate to the Apprenticeship Program including information sessions, orientation programs and recruiting activities.

Supervises staff responsible for handling business functions, apprentice requirement, registration, book and material orders, back-office coding, billing and batch registration.

Managers CRM (Salesforce) data base for employer contacts.

Assists with marketing plan for the Apprentice program.

Remains current on changing employment and labor market trends using a variety of resources and applies knowledge to develop new Apprenticeship programs.

Member of Workforce Solutions Leadership Team and sits on Harper College committees and team as needed.

Represents Harper College, as required, at local public and private organizations such as Chambers of Commerce and similar venues in a professional manner.

Performs other duties as assigned.

Educational Requirements: Bachelor's Degree in English, Business, Project Management or related field. Master's degree in related area preferred.

Experience Requirements: Three years' experience in outreach or employer engagement required, preferably in higher education. Two years minimum of supervisory experience. Experience with employer recruitment processes and monitoring employment trends highly desired.  Experience with customer relations software and labor market analysis preferred.
